Welcome to the California Department of Toxic Substances Control (DTSC) website for the Topock Compressor Station (Station) and adjacent land, collectively known as the Topock Project Site (Site). Environmental investigation and cleanup activities (known as a Corrective Action) have been under way at the site since 1997.

Protection of California's groundwater and surfacewater resources, including the Colorado River, is one of DTSC's highest priorities. DTSC has directed PG&E to take actions, known as Interim Measures, which are designed to ensure that the chromium plume flows away from the Colorado River. DTSC has directed PG&E to identify and evaluate cleanup options for chromium in groundwater and to propose a Final Remedy for the Site. DTSC's goal is to quickly move forward and select an environmentally appropriate cleanup remedy. The cleanup remedy options will be evaluated in accordance with criteria set forth in the California Environmental Quality Act (CEQA), federal Resource Conservation and Recovery Act (RCRA), and the federal Comprehensive Environmental, Response, Compensation, and Liability Act (CERCLA), and will be reviewed by all stakeholders, including tribal governments.

  • The Topock Project Schedule is available for review.
  • DTSC held a Consultative Workgroup (CWG) meeting on November 18, 2009 in Bullhead City, Arizona. The next CWG meeting will be held on March 17, 2010 at the Bureau of Reclamation office in Boulder City, Nevada.
  • DTSC held a Clearinghouse Task Force (CTF) meeting on January 6, 2010 at the Metropolitan Water District building in La Verne, California. The next CTF meeting will be held on March 16, 2010 at the Bureau of Reclamation office in Boulder City, NV from 1 - 4PM.

  • DTSC held a Topock Leadership Partnership (TLP) meeting March 1 - 2, 2010 at the Gene Pumping Facility near Parker, Arizona. The next TLP meeting is to be determined.
  • DTSC participated in the Seven River Tribes meeting held on October 27-28, 2009 in Parker, Arizona.

    Activities at a Glance
  • DTSC is currently working on the Draft Programmatic EIR and anticipates public review in early 2010.
  • The draft final Corrective Measures Study/Feasibility Study (CMS/FS) report for the Chromium plume in Groundwater was submitted to DTSC and DOI for review on November 13, 2009.
  • A draft final revision of the Risk Assessment for groundwater was submitted to the agencies for review in October 2009.
  • An RFI/RI Volume 2 Addendum was approved in June 2009 by DTSC and the federal agencies. It includes supplemental data and information collected from October 2007 through September 2008, after the data cutoff period for Volume 2
  • Well installation and hydraulic testing in the East Ravine began in January 2009 and is ongoing. Investigations are being conducted in eight different locations within the East Ravine study area.
  • Post-completion monitoring of the uplands in-situ pilot test area is continuing through 2009.
  • The Interim Measures goal of maintaining contaminated groundwater flow away from the Colorado River is still being met and is reported in the Quarterly Performance Monitoring/Groundwater Monitoring Reports. As an added benefit, the IM system has also removed approximately 5,826 lbs. of chromium from the groundwater (through October 2009).
  • Biological and cultural resource surveys and field activity monitoring are continuing in 2009.
