At DTSC's direction, Pacific Gas and Electric Company (PG&E) has prepared
a Corrective Measures Study (CMS)/Feasibility
Study (FS) report to address contamination in groundwater associated
with past releases from the Topock Compressor Station (Station) to Bat Cave Wash (designated as SMWU
1/AOC 1), injection well PGE 8 (designated as SWMU 2) and the East Ravine
(designated as AOC 10). Other cleanup actions that may be required due
to other historical operations at the Station will be addressed
in subsequent documents as appropriate.
The CMS/FS Report for contamination in Groundwater was prepared to comply
with both Resource Conservation
and Recovery Act (RCRA) and Comprehensive
Environmental, Response, Compensation, and Liability Act (CERCLA),
and identifies cleanup options (or remedial alternatives), evaluates them,
and recommends a cleanup approach by PG&E. A Final CMS/FS Report was
submitted to DTSC for approval on November 13, 2009. The remedial alternatives
outlined in the CMS/FS are evaluated based on the following criteria:
- Protection of human health and the environment
- Compliance with Applicable, Relevant, and Appropriate
Requirements (ARARs)
- Long-term and short-term effectiveness
- Reduction of toxicity, mobility, and volume
- Acceptance by community, the State of California, and other governmental bodies including sovereign nations
- Ability to implement
- Cost effectiveness
Based on the evaluations, PG&E will recommend a remedy to be implemented as
the final remedy. A Final CMS/FS report
will be prepared after receipt of and response to comments from agencies,
Tribal governments and other stakeholders.
Prior to selecting a final remedy, which may or may not be PG&E's recommended
remedy, DTSC will ensure that potential environmental impacts of the proposed
remedy are evaluated under an Environmental
Impact Report (EIR) in accordance with the California
Environmental Quality Act (CEQA). For more detail regarding these regulations,

After DTSC reviews the final CMS/FS, DTSC will prepare a Statement
of Basis. The Statement of Basis identifies the remedy selected by DTSC
and explains the factual and legal reasons for the selection. The public
and other government bodies will have an opportunity to review the Statement
of Basis and to provide comments in writing or at public meeting(s). Based
on this feedback, DTSC may determine it is necessary to revise the proposed
remedy or to choose another one.
The DOI has a parallel process. After DOI reviews the Final CMS/FS, DOI
will prepare a Proposed Plan.
The Proposed Plan identifies the remedy selected by DOI and explains the
rationale for the selection. The public and other government bodies will
have an opportunity to review the Proposed Plan and to provide comments
in writing or at public meeting(s). Based on this feedback, DOI will prepare
a Record of Decision that that
will identify and describe the final remedy.
Once a remedy is selected by the agencies, PG&E will be directed to implement the remedy.
